The volumes hold indexes and sessions, all rebuildable from records, except sessions and the community session. Members' records live in their PDSes.
Troubleshooting

- A service never becomes ready: its domain has no certificate, or the PDS can't fetch its DID document.
- Everyone is signed out:
OTC_COOKIE_SECRETchanged or the volume was replaced. - Admin writes as the community fail: the community session lapsed or predates a scope change.
- A member's drafts won't load: their PDS refuses entryway-issued tokens on its space endpoints.
